A valid California state fishing licence is required and all California Department of Fish and Wildlife (CDFW) Ocean Sport Fishing regulations apply — in addition, thirteen Marine Protected Areas (MPAs) around the islands carry special take restrictions that supersede the statewide rules.

What to know before you fish Channel Islands

  • Thirteen MPAs surround the five islands (Anacapa, Santa Cruz, Santa Rosa, San Miguel, Santa Barbara) — each MPA is classified as a State Marine Reserve (no take of any living marine resource), State Marine Conservation Area (limited take of specific species), or State Marine Recreational Management Area. Before fishing, check the MPA map and the per-MPA take rules: a reserve allows ZERO take; a conservation area may allow only finfish-by-hook-and-line; a recreational management area is the most permissive.
  • California statewide ocean rules apply outside MPAs: CDFW seasons, daily bag and possession limits, size limits, and gear restrictions for groundfish (rockfish complex, lingcod), pelagics (yellowtail, white seabass, tuna), nearshore species, and invertebrates (lobster, crab, abalone). Spiny lobster season runs Oct – Mar and requires a separate Spiny Lobster Report Card; abalone has been closed statewide for years.
  • All passengers on a charter boat or private boat fishing in park waters must hold a current California sport fishing licence; non-resident short-term options (1-day, 2-day, 10-day) are available from CDFW for visiting anglers.
  • Boat-based access only — there is no shore-fishing infrastructure on most islands and many island shorelines fall within reserve boundaries. The park concessioner runs ferry service from Ventura and Oxnard; private boats must follow MPA boundaries which often extend ~1 nautical mile offshore.
