Gulf Islands National Seashore is a BI-STATE park spanning ~150 miles of Mississippi Sound and the Florida Panhandle Gulf of Mexico. A Mississippi Saltwater Fishing Licence (MS units) OR a Florida fishing licence (FL units) is required depending on which side of the state line you are casting from. The Fort Pickens Area Fishing Pier (FL) is a state-licensed pier — anglers fishing from the pier do not need an individual licence (two-pole limit). Commercial fishing is prohibited throughout the seashore; spear-fishing using bow / arrow / spear guns / Hawaiian slings is prohibited park-wide; designated lifeguarded swim beaches are closed to fishing when lifeguards are on duty.

What to know before you fish Gulf Islands

  • Park context: Gulf Islands National Seashore protects a ~150-mile chain of barrier islands and mainland fronts straddling Mississippi and Florida — the longest national seashore in the system. The Mississippi District encompasses the Davis Bayou Area (mainland visitor centre near Ocean Springs), and the offshore federal-only barrier islands of Petit Bois, Horn, and Ship Island (Ship Island reachable only by passenger ferry from Gulfport). The park boundary extends one mile from shore around the offshore MS islands. The Florida District encompasses Perdido Key (west of Pensacola), Fort Pickens (Santa Rosa Island west end), Santa Rosa Area (mid-island), and Naval Live Oaks (mainland Gulf Breeze) — these FL boundaries extend on the north to the Gulf Intracoastal Waterway and on the south one mile from the low-tide line of the island (100 yards at Naval Live Oaks).
  • Mississippi licence framework: anglers in the MS District must hold a Mississippi State Saltwater Fishing Licence issued by the Mississippi Department of Marine Resources (MDMR) / Mississippi Department of Wildlife, Fisheries, and Parks (MDWFP). Resident and non-resident options. All fishing regulations within the seashore correspond to the state fishing regulations (no separate park slot/bag/size schedule). For spear-fishing regulation, NPS specifically directs anglers to the Mississippi Wildlife, Fisheries, and Parks website. Park-specific MS rules under 36 CFR §2.3: the Davis Bayou boat ramp finger piers and the Ship Island pier are CLOSED to fishing and netting; fishing PROHIBITED at designated swim beaches at Johnson Beach, Langdon Beach, Opal Beach, and Ship Island when lifeguards are on duty; all of the Davis Bayou Area is closed to taking shellfish.
  • Florida licence framework: anglers in the FL District must hold a Florida Fish and Wildlife Conservation Commission (FWC) recreational saltwater fishing licence — sold at all county tax collectors' offices, at many bait & tackle shops, by phone (1-888-347-4356), or online at the FWC website. Resident and non-resident options apply. CRITICAL CARVE-OUT: anglers fishing for recreational purposes from a pier that holds a valid pier saltwater fishing licence do NOT need an individual licence — the Fort Pickens Area Fishing Pier is a state-licensed pier (two-pole limit). For spear-fishing regulation, NPS directs anglers to the FWC website.
  • Park-wide rules layered under 36 CFR §2.3: (a) commercial fishing — including commercial shrimping and crabbing — is PROHIBITED within seashore waters; (b) use of bow and/or arrow or spear guns or Hawaiian slings is PROHIBITED in all areas of the seashore (spear-fishing only by other gear permitted per state rules); (c) standard NPS prohibitions apply (drugs / poisons / explosives / electricity / wildlife introduction); (d) Superintendent's Compendium is the binding regulatory document — verify the current-year version at the Laws & Policies page before any trip.
  • Anchor species + outside-park context: MS Sound + Mississippi District anchor — speckled trout (spotted seatrout), red drum (the GoM redfish slot is FWC/MDMR-set), white trout, sheepshead, flounder, croaker, sand seatrout, and bull-redfish in the passes (Cat Island, Ship Island Pass). Spring-fall cobia migration through Petit Bois / Horn Island gauntlet. FL Panhandle anchor — speckled trout, red drum, sheepshead, flounder, Spanish + king mackerel (Fort Pickens Pier marquee species), pompano (surf), whiting, bluefish, and seasonal tarpon along Santa Rosa Island beaches.
