All South Carolina Department of Natural Resources rules on licensing, size, and creel limits apply inside the park — Congaree adds no separate park bag schedule. Only recreational fishing is allowed (no commercial fishing, no nets, no trotlines); motorboats with inboard or outboard engines are prohibited; fishing is not allowed from or within 25 feet of any man-made structure.

And on the regulatory framework: 'All South Carolina laws pertaining to licensing, size, and creel limits apply.' SCDNR is the controlling regulator; the park imposes no separate park permit, no park-specific bag schedule, and no park-specific season closures beyond SCDNR's.
  • Gear restriction verbatim: 'Fish only with closely attended hook and line, fly rod, casting rod, pole and line or hand line.' This rules out unattended set lines, jugs, trotlines, gill nets, and similar passive gear. Anglers must remain in attendance of the line.
  • Motorboat prohibition: 'Boats propelled by inboard/outboard motors are prohibited.' Canoes, kayaks, and small electric-motor / paddle-only craft are the practical access vehicles. The 25-foot-from-structures buffer extends to bridges, boardwalks, raised platforms, and any other man-made structure in the floodplain — fishing must be conducted from natural shorelines or watercraft outside the buffer.
  • Recreational-only verbatim: 'Only recreational fishing is allowed.' Commercial fishing, fishing-for-sale, and tournament fishing for prize money are not permitted on park waters.
  • Geography: Congaree NP protects the largest contiguous tract of old-growth bottomland hardwood forest in the southeastern US — fish habitat is the floodplain of the Congaree and Wateree Rivers plus the slow blackwater of Cedar Creek (the most-paddled in-park waterway). Bream / sunfish, largemouth bass, catfish, gar, and bowfin are present in floodplain backwaters — though the NPS page does not list species, SCDNR's freshwater regulations are the binding bag / size schedule for whatever an angler catches.
