Oklahoma runs a single-agency regulatory system through the Oklahoma Department of Wildlife Conservation (ODWC) covering all inland freshwater fisheries — Oklahoma is a fully landlocked Southern Plains state (no saltwater authority needed) anchored by some of the largest Corps of Engineers reservoirs in the South-Central US plus the country's most consequential striped-bass natural-reproduction story. ODWC requires a Resident or Non-Resident Fishing Licence for anglers age 18 and older (residents and non-residents 17 and younger fish without a licence). Oklahoma does NOT require any separate trout licence, permit, or stamp — a standard fishing licence covers trout year-round. The Wildlife License Modernization Act (SB 941, effective July 1 2024) consolidated 50+ licence categories into roughly 15 and raised the headline fees: resident annual fishing is now $25→$31, non-resident annual fishing $55→$81, non-resident 1-day $26 (the only short-term non-resident option that survived the consolidation — the old 6-day and 14-day non-resident licences were eliminated). Lake Texoma (89,000 acres on the OK/TX boundary at the Red River — Denison Dam impoundment built 1944 by USACE Tulsa District) is the singular OK marquee fishery — one of only two large inland reservoirs in the United States with self-sustaining naturally-reproducing striped bass populations (alongside the Lake Cumberland KY/TN tier, and Texoma is the more celebrated of the two by a wide margin — the Red River salt-flat tributary geology produces salinity high enough to support striper larval development without ocean access, a globally rare freshwater condition). Lake Texoma operates under a unique joint OK/TX compact: a single $12 Lake Texoma Licence (sold to residents and non-residents alike) is a standalone whole-lake licence that by itself covers BOTH the Oklahoma and Texas portions of the reservoir — a regular single-state OK annual fishing licence covers only the Oklahoma half, so anyone fishing the Texas side needs either a Texas licence or the $12 Texoma Licence. Lake Eufaula (102,000 acres on the Canadian River in McIntosh + Pittsburg + Haskell Counties — Oklahoma's largest reservoir wholly within OK) is the largemouth + crappie + blue catfish flagship. Robert S. Kerr Reservoir (42,000 acres on the Arkansas River in Le Flore + Sequoyah Counties — part of the McClellan-Kerr Arkansas River Navigation System / MKARNS) is the Arkansas River main-stem flagship. Lake Tenkiller (12,900 acres on the Illinois River in Cherokee + Sequoyah Counties — clear-water Ozark-fringe reservoir) supports OK's most celebrated black-bass + walleye fishery. Grand Lake o' the Cherokees (46,500 acres on the Neosho/Grand River in Delaware + Mayes + Ottawa + Craig Counties — operated by Grand River Dam Authority) is the recurring Bassmaster Opens + MLF Toyota Series venue and one of the most pressured tournament waters in the South-Central US. Broken Bow Lake (14,200 acres on the Mountain Fork River in McCurtain County — Beavers Bend State Park) and the Lower Mountain Fork tailwater below Broken Bow Dam carry the country's only year-round trophy brown trout fishery between Oklahoma + Arkansas + Texas + Louisiana — ODWC manages designated Trout Areas on the Lower Mountain Fork and the Lower Illinois River below Tenkiller Dam (both stocked year-round) plus seasonal winter Trout Areas (Blue River + Watonga + Sunset Lake + Lake Carl Blackwell Turtle Pond Nov 1 – Mar 31; Robbers Cave + Medicine Creek Nov 1 – Mar 15), with Lower Mountain Fork producing OK's state-record brown trout 33 lb 4 oz (2007 — country's southernmost trophy brown trout fishery).
