Iowa runs a single-agency regulatory system through the Iowa Department of Natural Resources (Iowa DNR) covering all inland freshwater fisheries — Iowa is a fully landlocked Midwest state (no saltwater authority needed) anchored by the Mississippi River boundary tier (Pools 9-22 along the IA/WI + IA/IL + IA/MO border), the Iowa Great Lakes natural-lake region in northwest Iowa (Spirit Lake + East Okoboji + West Okoboji + Lake Minnewashta + Center Lake + the dozen natural prairie lakes in Dickinson + Emmet + Palo Alto Counties — the only natural lakes of significant size in Iowa), the four USACE flood-control reservoirs on the Des Moines + Iowa + Chariton Rivers (Red Rock + Saylorville + Coralville + Rathbun), Clear Lake (Cerro Gordo County's 3,684-acre walleye + yellow perch flagship), and the cold-water Driftless Region trout streams in NE Iowa (Allamakee + Clayton + Winneshiek + Fayette + Howard Counties). Iowa DNR requires a Fishing Licence for anglers age 16+ plus the Iowa Trout Fee ($14.50 res / $17.50 NR) required to fish for or possess trout statewide (mandatory on Driftless trout streams + stocked urban trout ponds).
